Weeks following his capture, Tice made his last public appearance on a video uploaded online. Though no group or government has formally attributed his abduction, the clip shows him blindfolded and distressed. Biden remarked, “We believe he’s alive, but we have no direct evidence yet.” He said, “We think we can get him back, but we must identify where he is.”
